А кинетической энергией тело обладает при наличии какой-либо скорости, т. е. при движении!
Мячик подняли над землей - у него появилась потенциальная энергия (mgh), когда его отпустили потенциальная энергия _постепенно_ переходит в кинетическую (mv^2/2). Когда он коснется земли вся потенциальная энергия перейдет в кинетическую. Когда мячик оттолкнувшись от земли полетит вверх, то кинетическая энергия будет переходить в потенциальную.
