Позволяет закодировать ( если не ошибаюсь) 256^3 цветов. В степени ето 16 777 216 цветов.
Используется в веб-разработке(может применяться в CSS)
На практике например:
rgb(255,0,0) цвет будет красным.
можно и смешать, например:
rgb(102,255,153) будет яркий зелёный:)
