Демос - народ, Демократия - власть народа, значит народ управляет и стоит во главе самого себя, но ведь невозможно быть лучше чем ты есть, можно стараться быть лучше, но остаться самим собой. Смысл в том, что народ не сделает чего-то большего, чем может сделать, чего то немыслимого. Люди все разные и  у всех свое мнение. Один поступит так, другой совсем иначе, а как все вместе? Верно - не лучше чем заслужили.
