Право. Множество социальных групп путём реформ или революций боролись за право вмешаться в дела государства, добиться справедливости (можно привезти в пример революцию во Франции в конце XIX в). Судебная власть в России отделена от политической (законод. + исполн.), что гарантирует защиту гражданина от произвола властей в виде чиновников. Утверждение права конституцией как ограничителя любой власти  есть уже справедливость, грубо говоря.
   Просвещённость предполагает наличие хорошо развитой системы образования, а для этого необходимы бесплатные средние школы, содержащиеся на налогах правительства.
