Почему в президенты можно избираться только два срока подряд? Что такое "вето" и зачем оно президенту? Почему закон, чтобы вступить в силу, должен быть опубликован?

1. Это правило существует для того, чтобы не допустить узурпацию (т.е. присвоение) власти одним человеком; 
2.Вето президента- это его возможность не допустить вступление в силу закона, принятого парламентом. Таким образом президент контролирует, чтобы законы соответствовали другим законам,нормам морали, общественным ожиданиям и были целесообразны.  Слово Вето обозначает с латинского языка "Запрет". 
3.В соответствии с часть 3 статьи 15 Конституции Российской Федерации законы  подлежать официальному публикованию. Неопубликованные законы не принимаются.
