Опиралась эта гипотеза только на одно – на сообщения Повести временных лет о хазарской дани, которой были обложены поляне, северяне, вятичи, радимичи. О самих хазарах во времена Г. Эверса не было известно почти ничего, за исключением того, что оные были кочевниками, жили на Нижней Волге и в Приазовье, а кроме верховного правителя – хакана, у хазар был еще и царь (бек) . Примерно такое предстваление можно было составить из известных тогда в России источников.
К началу XX в. знания о Хазарии расширились – благодаря переводу арабских сочинений и уникального хазарского документа, письма царя Хазарии Иосифа испанскому еврею Хасдаи ибн Шафруту. Из них следовало, кроме прочего, что хазарская знать исповедовала иудаизм. Этот факт повлек за собой, во-первых, включение Хазарского каганата в историю еврейства (то, что сами хазары евреями этнически не были, игнорировалось) .
