Composition of the Roman people
The Roman people (populus Romanus) was composed of citizens with full legal and political rights. This included the following groups:
- Patricians (patricii), the hereditary aristocracy who traditionally held priestly roles and senior government and military positions. - Plebeians (plebs), non-patrician citizens who comprised the majority of the population. Over time plebeians gained increased political power. - Freedmen (liberti), former slaves who had been granted freedom and became citizens.
Who could participate in government?
All male citizens over the age 30 could participate in the comitia centuriata and comitia tributa, the popular assemblies that elected magistrates and passed legislation. Only patricians could hold the highest offices of consul and praetor. However, over time plebeians gained access to all magistracies through the Lex Licinia Sextia of 367 BC.
Senior magistrates were also members of the Senatus or Senate, a council of former magistrates that advised the popular assemblies and had broad administrative powers. Membership in the Senate was initially restricted to patricians, but later opened to plebeians as well.
