Полис не мог объединиться с другими полисами. Понятие гражданства, которое впитывалось с самого начала, с молоком матери, предполагало его исключительность. Вот я афинянин и всё. Ну да, мы можем с нашими соседями повоевать против персов. Война закончилась – я опять афинянин. Да и во время войны я афинянин. Вся моя жизнь, реализация моих возможностей возможна только в моём государстве – за это государство я и буду драть глотку. Что значит объединиться? Это что, я растворюсь с другими? Это невозможно.
