При Сталине было две модернизации. Во время мирового кризиса и депрессии, когда Запад за бесценок поставлял в СССР целые заводы, технологии и специалистов. И после ВОВ, когда из Германии опять же вывозились целые заводы и научно-техническая документация вагонами.
Ну и что то подобное модернизации происходило в 70-х, когда в стране появились нефтебаксы. На собственную модернизацию в СССР никогда не было ни средств, ни умения.
