1) Основным принципом Юстиниана был «единое государство, единый закон, единая религия». Потому он боролся с многочисленными церковными учениями, которые отличались от православия и звались ересями. Борьба с ними продолжалась и после Юстиниана. Это даже стало одной из причин успеха арабского завоевания – вражеские войска встречали с радостью и помогали им, потому что мусульмане обращались хорошо с людьми всех христианских конфессий, их власть оказалась лучше, чем власть православных чиновников. 

2) Чтобы дать единый закон своей империи, Юстиниан собрал команду юристов, которые подытожили много веков развития римского права. Результат их работы известен под название «Свод гражданского права». Документ широко использовался не только в Византии, но со временем и в Европе ещё многие века. Благодаря нему сохранилось знаменитое римское право, к тому же систематизированное. 

3) Чтобы укрепить православие, Юстиниан строил огромные красивейшие церкви. Самая лучшая и известная из них – Софийский собор в Константинополе. Он стоит до сих пор, хотя большая часть его внутреннего убранства времён Юстиниана уничтожена последующими поколениями самих византицев. 

4) Юстиниан боролся с многочисленными бунтами (например, восстанием «Ника») и принимал меры, чтобы предотвратить выступления военно начальников (очень часто в истории Византии полководцы, используя верные им армии, свергали императоров). Результаты этих действий и не должны были остаться в веках. Но каждый раз они давали Юстиниану править дальше, а значит продолжать все остальные реформы.
