К началу 6 века до н. э. борьба между демосом и аристократами обострилась. Бедняки вооружались дубинами и кирками. Начались кровавые столкновения, с обеих сторон были убитые и раненые. Готовилось всеобщее восстание. В этих условиях аристократы решили пойти на уступки. Созвав Народное собрание, на которое пришли все афиняне, правителем избрали Солона, которого уважали и знать, и демос.
