Ну во первых, их учили мудрецы. Одним из них был Конфу́ций ( по-китайски - Кун Цзы) - самый знаменитый. До сих пор китайцы следуют его направлениям. Учение Конфуция называется конфуцианством.
Во вторых, им давали знания родители. Как и в других поселениях, странах.
Из книг опыт китаец получить не мог, если у него нет дворянства. Так как Шихуанди считал что знания нужны только важным людям. Ну а так, если считать нынешний, то каждый китаец может приобрести книжку в библиотеке или в прилавке.
