
HELP!!!! Is education a right or a privilege in Russia? Why?

As of my last update in September 2021, education in Russia is considered a right rather than a privilege. The Russian Constitution recognizes the right to education as a fundamental right of every citizen. Article 43 of the Russian Constitution states: "Everyone shall have the right to education. Education shall be free of charge in the state and municipal educational institutions at all levels."
This constitutional provision ensures that all Russian citizens have access to education without discrimination. It covers primary, secondary, and higher education in state and municipal educational institutions. The government is responsible for providing and funding education to its citizens up to a certain level.
However, it's essential to keep in mind that the implementation and quality of education may vary across regions, and private education options may exist, which could come with associated costs. Nevertheless, the overall framework in Russia is based on education being a right accessible to all citizens.
