  He says he has never robbed the bank.

Для более раннего действия используем перфект, форма has или had зависит от формы глагола say в главной части.

2. She asked me if I could come on Tuesday as she was working that day.

В главной части глагол в Past Simple, поэтому в придаточных тоже прошлые времена. Past Continuous подчеркивает, что она работала именно в тот день

3. She wanted to know if I would participate at the next elections.

Используем future in the past - "будущее в прошедшем" (согласование времён)

4. Do you know if she has got a new passport already?

  Говорящего интересует результат, поэтому используется Present Perfect

5. She said she was cleaning in the room the moment they came in.

Убиралась - длительное действие, пришли - быстрое действие

6. The children were asked if their teacher had ever bullied them.

Детей спросили про действия учителя до момента разговора, поэтому Past Perfect

   The children were asked if they had ever been bullied.

Такая же ситуация, как выше, но действие в пассивном залоге

7. We wondered if that house had ever been lived in.

Мы задумались, жил ли в этом доме кто-то (раньше) -  в англ. предложении это пассивная конструкция
