Как многие из нас знают (ну или нет, но по крайней мере должны), при Людовике XIV был абсолютизм(страной правит только один представительный орган власти) и это высказывание это объясняет...Значит, второе выражение значит, что государством правит народ. Раз речь идет в мн. числе.
