Гражданское общество это сфера жизнедеятельности людей, свободная от непосредственного влияния со стороны государства и его должностных лиц. Т. е. гражданское общество подаразумевает соблюдение государственными чиновниками всех правовых норм государства. Если этого не будет, то гос-во так или иначе станет оказывать давление на гражданское общество. В правововм гос-ве это недопустимо. В свою очередь ращвитое гражданское об-во должно иметь рычаги давления и воздествия на гос-во, необходимые для выполнения им всех правовых нормативов.
