МЕЖДУНАРОДНЫЕ ЭКОЛОГИЧЕСКИЕ ОРГАНИЗАЦИИ
В настоящее время в мире функционирует более 100 различных международных организаций, в той или иной степени занимающихся проблемами охраны окружающей среды (схема 2). Все международные организации, участвующие в отношениях, урегулированных международным правом окружающей среды, можно разделить на две большие группы: международные правительственные и международные неправительственные (общественные) организации.

, подразделяемые, в свою очередь, на глобальные (всемирные) и региональные.

Организация Объединенных Наций
является наиболее авторитетной из глобальных международных организаций. Наряду с рассмотрением экологических вопросов на заседании Генеральной Ассамблеи, а также принятием различных резолюций и проведением конференций, при ООН создан специализированный орган ─ ЮНЕП (Программа ООН по окружающей среде). Структура ЮНЕП включает Совет управляющих ─ главный межправительственный орган, руководящий ее политикой, Секретариат во главе с директором-исполнителем и Фонд окружающей среды. По своей юридической природе ЮНЕП относится к числу

вспомогательных органов ООН, хотя и пользуется определенной автономией при принятии решений.

Из числа реальных результатов деятельности ЮНЕП следует отметить инициативу ЮНЕП по подписанию государствами Монреальского протокола в 1987 г., который должен содействовать уменьшению ущерба, причиненного химическими веществами озоновому слою атмосферы; Базельской конвенции, инициированной ЮНЕП в 1989 г., которая направлена па обеспечение контроля за международными перевозками и удалением опасных отходов; организация и проведение международной конференции в Рио-де-Жанейро 1992 г. и т. д.
