Я бы сказал, и то, и другое. Причем одно другому не мешает.

Поэт, если он Поэт, а не рифмач и стихоплет, не просто пишет - он творит. Без особого состояния души, особого видения мира тут никак.

 С другой стороны, Владимир Маяковский писал: "Поэзия — та же добыча радия. В грамм добыча, в годы труды. Изводишь единого слова ради Тысячи тонн словесной руды". Ему, поэту, виднее, как поэту достаюется легкость стиха. Наверное, так оно и есть: одного вдохновения мало, и без труда хорошего стиха не напишешь. Такого, о котором Маяковский писал в том же стихотворении:    

Но как испепеляюще слов этих жжение

Рядом с тлением слова-сырца.

Эти слова приводят в движение

Тысячи лет миллионов сердца.
