А когда она стала говорить, то именно они ловили каждое её слово. Н.В.Гоголь показывает, что перед царицей все равны, так как они её подданные. 
Казаки обратились к Екатерине с вопросом, в чем же вина запорожского войска, которое оказало ей неоценимую помощь в войне с турками, а теперь она хочет отгораживаться от запорожцев, "строить крепости от них".
