В 15 веке образовалось единое гос-во, так как закончилось нашествие монголо-татарского ига,  прошло"собирание земель", государство получила новый уровень,  появился титул "государь вся Руси"(Иван 3), так же был сделан символ России- двухглавый орел. Признаки централизованного гос-ва(того времени) единый князь, единое управление , появление войска,каких-либо документов, подтверждающие права. Было все, кроме постоянного войско. ( появится в 16 веке)
