Территория Персидской империи при Ахеменидах охватывала территории от Греции и Ливии до индии. Государство было разделено на 20 военно-административных округов (сатрапий),во главе которых  стояли специальные чиновники (сатрапы).Покорённые персами империи (Мидийская,Лидийская,Нововавилонская,Египетская,Бактрийская) получали статус великих сатрапий. Покорённые царства получали статус основных сатрапий.Их устойчивые внутренние подразделения получали статус малых сатрапий,например,сатрапии Саков.часть индийских сатрапий , Нубия , Фракия, Колхида ,причисляемых к провинциям империи, в действительности персами никогда  не управлялись. и представляли собой декларации о намерениях мировой державы.
