При Траяне прекратились казни по ложным доносам.При Нейроне же наоборот было сотни доносов от которых погибло много людей.При Траяне перестали следить людей за не острожное слово.При Нероне наоборот следили и убивали.различие  в том что Нерон был очень равнодушный и жестокий человек.А Константин и Траян хоть отличались между собой но они оставались людьми в душе.Помогая всем жителям.
