В первые годы независимости перед руководством республики встали задачи определения внешнеполитического курса, выработки его принципов и приоритетных направлений, создания механизмов их реализации. В целом внешнеполитический курс государства определяется характером его внутренней политики. Эволюцию внешней политики Кыргызстана можно разделить на три этапа. Политический акт провозглашения Республикой Кыргызстан независимости состоялся 31 августа 1991 года и в значительной мере был реакцией на московский путч и стремлением выйти с возможно более выгодными позициями на проходившие в то время переговоры о заключении нового Союзного договора.
