1. Engagement on development—focused on the capacity of GOI institutions to identify and address the needs of displaced persons and the strategies and policies to promote reconciliation, justice, and the protection of vulnerable groups. USIP also sought to build a cadre of independent researchers and practitioners inside Iraq who are able to sustain work in these areas over time. Among the key ways USIP supported these goals were workshops to train government officials, civil society, and other actors in conflict resolution and peacebuilding.
2. Assistance to women: The Institute has developed a range of projects designed to raise awareness and improve the status of women in Iraq. These include a women’s roundtable series to promote the participation of women in the transition process, a publication program, and policy initiatives.
3. Development of a neutral monitoring system for the displaced population: USIP supported the effort to develop and utilize a multi-agency database to track progress on resolving displaced persons’ needs and identifying displaced persons who may need assistance.
4. Education, outreach and training programs: This work included training and professional development opportunities for senior and mid-level officials of the GOI, members of the Parliament, and key nongovernmental organizations.
5. Coordinating US and international capacity-building efforts: USIP coordinated its program with those of other donor organizations, in particular the U.S. Department of State and USAID. To this end, it supported participation of GOI officials in international seminars, conferences, and courses on a wide range of reconstruction-related topics.
