Осока волосистая - многолетнее травянистое поликарпическое корневищно-рыхло-кустовое растение, с ползучим корневищем 25-30(45) см длины и 1,5-2 мм в диаметре, составленным до зоны кущения 13-20 междоузлиями. Розеточные вегетативные побеги в основании несут предлист, 11-12 красно-бурых низовых влагалищных чешуевидных листьев и 3-5 ассимилирующих листьев. Пластинки листьев линейные, с обеих сторон и по краю волосистые. Длина их 25-30(45) см, ширина 5-10(12) мм. Нарастание вегетативных побегов симподиальное. Почки возобновления (2-6) располагаются в пазухах верхних чешуевидных и нижних ассимилирующих листьев. Из этих почек образуются новые вегетативные розеточные побеги, генеративные побеги и гипогеогенные длинные корневища.
