Вернее - обеспечить контакт воды и атмосферного воздуха, хотя бы на небольшой площади в несколько квадратных дециметров. Т. е. устроить в замерзшем водоеме полынью. Сделать это можно несколькими способами. В том числе и тем способом который приведен.
